# ApplyBoard CEO Meti Basiri: Revolutionizing global education with this technology

# The last good year

Twelve years ago, Meti Basiri could not afford a slice of pizza.

He mentions it near the end of our conversation, when I ask him who gave him a chance. He does not name anyone. He talks about the pizza instead, and about the year he and his brothers spent trying to get into a school abroad. Twelve to 14 months. No English to speak of. Hundreds of people told them it wasn't going to happen.

"The process was very brutal," he says. "Very time-consuming and not much transparency."

They got to Canada. In 2015, the three Basiri brothers started ApplyBoard in Waterloo to sell the fix for what had nearly stopped them.

The company sits between two parties that need each other but can't find each other. Students want programs abroad. Colleges want international students and cannot afford recruiting offices in 30 countries. ApplyBoard takes a cut of first-year tuition when a referral enrolls. Basiri's analogy is air travel before booking sites, when you didn't know whether there was a ticket or which city you would land in.

Ottawa made that trade extremely good. Canada had been promoting itself since 2019 as a place where education led to permanent residency, and in October 2022, citing labor shortages, it [temporarily lifted the 20-hour-a-week cap](https://www.canada.ca/en/immigration-refugees-citizenship/news/2022/10/international-students-to-help-address-canadas-labour-shortage.html?ref=ceo.com) on how much international students could work off campus. New post-secondary study permit applications climbed from 624,627 in 2022 to 792,200 in 2023, according to figures [the Auditor General of Canada later pulled](https://www.canada.ca/content/dam/oag-bvg/audit-reports/documents/ag-202603-international-student-program-reforms.PDF?ref=ceo.com) from the immigration department. ApplyBoard [raised C$375 million](https://www.businesswire.com/news/home/20210615005210/en/ApplyBoard-Announces-C%24375M-Investment-Round-with-a-Valuation-of-C%244B-to-Meet-Expanding-International-Student-Demand?ref=ceo.com) in June 2021, led by the Ontario Teachers' Pension Plan, at a post-money valuation of C$4 billion. Deloitte [kept putting it on lists](https://www.applyboard.com/our-story?ref=ceo.com). Meti took over as CEO from his brother Martin in the summer of 2022, a change the company [did not disclose publicly](https://betakit.com/applyboard-announces-leadership-switch-up-with-founding-ceo-replaced-by-brother/?ref=ceo.com) until that January.

We recorded this episode in the fall of 2023.

That timing is why you should listen. Basiri talks about 10 million international students by the end of the decade the way you talk about a sunrise. He is not defending anything. He is describing a business he expects to keep compounding, and he is doing it during the last stretch of months in which that expectation was reasonable.

On artificial intelligence, he is more candid than most executives manage. He says the matching problem runs to 200 billion combinations, which is his number and not an audited one, and that the company has been throwing machine learning at it for years. Then he goes somewhere less rehearsed. Upload a document to ChatGPT, he says, and it will describe it back to you. "Then arguably do we need a technical writer if something that can be that effective? I think there is some stuff arguably in less than 12 months we shouldn't do."

He draws the line at the student.

"Student mobility is something that requires a lot of empathy. It's a big decision for anyone, packing your bag and going to another country for a few years. Parents are involved, a lot of emotion involved."

He knows the shape of it. "It took me a few years to feel comfortable in Canada," he says. "A few years to feel like I belong in the society."

In January 2024, Immigration, Refugees and Citizenship Canada [limited study permit applications](https://www.canada.ca/en/immigration-refugees-citizenship/news/2024/01/canada-to-stabilize-growth-and-decrease-number-of-new-international-student-permits-issued-to-approximately-360000-for-2024.html?ref=ceo.com), expecting roughly 360,000 approvals for the year, down 35 percent from 2023\. Then came further cuts, restricted work hours, and a narrower road to permanent residency. Applications fell to 363,007 in 2024\. Through September 2025, there were 134,195\. Approvals fell further because the approval rate dropped too, and the Auditor-General found the department could not explain why.

ApplyBoard was reported to have cut four percent of its workforce that September, and in June 2025 [confirmed to BetaKit](https://betakit.com/applyboard-lays-off-employees-due-to-policy-changes-across-major-study-destinations/?ref=ceo.com) that it had parted ways with a number of employees close to the reported figure of more than 150\. It [opened in Germany](https://www.applyboard.com/our-story?ref=ceo.com) in January 2025 and pushed into Ireland and Australia.

There is also a harder document in the record. In May, The Logic published [an investigation](https://thelogic.co/news/the-big-read/applyboard-culture-growth-problems/?ref=ceo.com) built on interviews with 17 former employees, alleging application fraud that managers left alone and harassment complaints the company resolved by relocating the person who complained. Former staff also told The Logic that policy changes scuttled a planned 2026 IPO. ApplyBoard disputes the characterization and points to its verification standards and its agent block lists. Basiri declined to be interviewed. Read it alongside this episode. They are two accounts of the same decade, and they do not resolve into one.

What stays with me is his answer about failure, given before he knew what was coming.

"Any leader has attitudes of, do you want to be a coach or do you want to be a student? I'm a student." He says he asks his direct reports what he could have done differently. He says the fastest mentors he ever had were the people who worked for him. He says there are things he has said that he would not say again.

"Today's gone, yesterday's gone, but tomorrow is in my hands."
