# Seven Seas Water Group CEO Henry J. Charrabé: Challenging the industry status quo

# The man selling water as a service

Nobody has ever asked Henry J. Charrabé why anyone needs his product.

He has run a public company and a private one. He has sat through plenty of skeptical investor meetings. But the question that trips up most founders never comes up. "Nobody ever asked, 'Why does anybody need your product? Why does anybody need fresh water?'" Charrabé said on the CEO.com Podcast.

Charrabé is the CEO of [Seven Seas Water Group](https://sevenseaswater.com/?ref=ceo.com), which finances, builds, owns, and operates water and wastewater treatment plants, then sells the water at a guaranteed price, quality, and volume for the life of the contract. The company calls it Water-as-a-Service. A municipality gets drinking water without raising the capital for a plant. Seven Seas keeps the asset and collects for decades. The company owns desalination plants across the Caribbean, Panama, and Peru and wastewater plants concentrated in Texas, [more than 220 facilities in all](https://sevenseaswater.com/eqt-to-acquire-seven-seas-water-group/?ref=ceo.com), and it [delivers 20 billion gallons of treated water a year](https://sevenseaswater.com/news/?ref=ceo.com).

"97% of the world's water is unusable," Charrabé said. "It's either salty or wastewater. So 1% is in the Arctic, 1% is in the Antarctic, and 1% is fit for human consumption." Seven Seas operates in the 97 percent, pulling drinking water from the ocean, brackish aquifers, and municipal sewage. He doesn't call it a climate crisis. "I would actually say we talk about a water crisis. Water is abundant where you don't need it and not enough where you do need it."

The waste bothers him as much as the scarcity. Most New Yorkers have no idea what they pay for water because it disappears into rent or a maintenance fee. "If a good is not priced, it's ultimately wasted," he said. "Even if nobody wants to raise the price of water, people should be aware how much it costs and how much they use."

Charrabé did not set out to work in water. After graduate school, he worked for Ronald Lauder, the investor, philanthropist, and heir to the Estée Lauder fortune, who decided in the early 2000s that water was a key to peace in the Middle East and a way to do well while doing good. Charrabé was in the conference room when the venture was first presented, along with Lauder's trusted advisor Dick Parsons, the former Citigroup chairman. "Dick said, 'Well, Henry can run it,'" Charrabé recalled. "That was really the first time that somebody had suggested it."

He founded RWL Water in 2010, merged it with Emefcy in 2017 to form Fluence Corporation, and [served as Fluence's managing director and CEO until November 2020](https://sevenseaswater.com/leadership/?ref=ceo.com). In September 2021, [Seven Seas named him chief executive](https://sevenseaswater.com/seven-seas-water-group-announces-appointment-of-henry-j-charrabe-as-new-chief-executive-officer/?ref=ceo.com), a year and a half after Morgan Stanley Infrastructure Partners bought the company. He holds a bachelor's degree from Freie Universität Berlin, master's degrees in political science and in international economics and finance from Brandeis, and a master's in public administration from Harvard's Kennedy School.

In May 2025, [EQT's Infrastructure VI fund agreed to acquire Seven Seas](https://sevenseaswater.com/eqt-to-acquire-seven-seas-water-group/?ref=ceo.com) from Morgan Stanley. That July, Seven Seas and the City of Alice [commissioned the first public-private brackish water desalination plant in Texas history](https://sevenseaswater.com/celebrating-tx-first-p3-desal-plant/?ref=ceo.com). In October, the company [broke ground on a seawater desalination plant in Aruba](https://sevenseaswater.com/seven-seas-water-group-breaks-ground-on-aruba-water-as-a-service-project/?ref=ceo.com) that will produce at least 4.4 million gallons of drinking water a day. In January 2026, Seven Seas and the Antigua Public Utilities Authority [opened the Barnacle Point plant](https://sevenseaswater.com/opening-of-barnacle-point-plant/?ref=ceo.com), the company's second new desalination facility on the island in under a year, after [delivering the Ffryes Beach plant in March 2025](https://sevenseaswater.com/ffryes-beach-desalination-plant-delivered/?ref=ceo.com). Curaçao's government-owned utility, Aqualectra, [signed on for 20 years](https://sevenseaswater.com/aqualectra-20-year-agreement/?ref=ceo.com) for a plant that will produce roughly half the island's drinking water.

All of that construction shows up in his calendar. Charrabé flies to Tampa on Mondays, home on Fridays, with stops in Houston and at plants across the Caribbean and Latin America in between. The Caribbean trips are less glamorous than they sound. "Everybody else is going there in their flip-flops, and you sit there with a suit," he said.

His definition of leadership is one word long. "You can take all sorts of great graduate classes or executive classes on what leadership means, but to lead means being willing and able to stand out of the crowd and to make sure that if things go wrong, it's on you. And if there's success, it's always a team."

The phrase he cannot stand is "because we've always done it that way." He wants a company where anyone can question anything, and he says the culture only works if people show up at 8:00 or 9:00 because they want to, not because they dread the alternative.

Mentors got him here, starting with Lauder and Parsons, and he still measures rooms the same way. "If you're the smartest person in the room, then you're in the wrong room. So you always want to surround yourself with people who are smarter and better than you, and you can learn from and then hopefully do a 2.0 version of what they have taught you."
