# Unqork CEO Gary Hoberman

# The CIO who declared war on code

When Gary Hoberman became Global CIO of MetLife, 80 percent of the technology budget went to keeping old systems running. He figured he would fix that by building new ones. Then he started picturing what happened to each new system the day it went live.

"I pictured it as this dark warehouse of an infinite supply of boxes on a conveyor coming in," he told the CEO.com Podcast. The boxes were labeled change requests, defects, regulations, security vulnerabilities, and patching. "You couldn't keep up. And immediately, that building you built, you were so proud of, launched; it started to deteriorate."

He was responsible for technology [across 47 countries](https://unqork.com/gary-hoberman/?ref=ceo.com) and roughly 10,000 engineers. He had a corporate jet and meetings with Satya Nadella and Steve Ballmer. "And I was miserable," he said. "Every day I was there, I was making the company worse."

He left in 2017 to start Unqork.

## The engineer

Hoberman calls himself an engineer before anything else. As a university student, he tried to build a neural network to predict off-track horse racing. It did not work. He blames the compute.

After NYU's Stern School of Business, he went to Wall Street and worked his way up through [Bankers Trust, Salomon Smith Barney, and Citigroup](https://www.ciodive.com/news/unqork-cio-ceo-gary-hoberman-codeless/707582/?ref=ceo.com). He holds [seven patents, six still in use in the finance industry](https://unqork.com/gary-hoberman/?ref=ceo.com), and was one of the youngest Managing Directors in Citi's technology organization before MetLife hired him.

He was 44 when he founded Unqork. "I was turned down by 300 investors who said I'm absolutely nuts and this will never work," he said. He was told he was too old, that he should have had three startups behind him already. He put the company on credit cards, flew in the back of the plane, and slept on a couch.

Three years later, Unqork [closed a $207 million Series C at a $2 billion valuation](https://www.prnewswire.com/news-releases/unqork-announces-207-million-in-series-c-funding-raising-company-valuation-to-2-billion-301146685.html?ref=ceo.com), led by BlackRock. Its customers include [Goldman Sachs, Marsh, Liberty Mutual, Maimonides Medical Center, New York City and the District of Columbia](https://unqork.com/gary-hoberman/?ref=ceo.com). Anyone applying for a marriage license in New York City is uploading their birth certificate to a system built on Unqork.

## No language, no runtime

Unqork usually gets filed under no-code. Hoberman does not like the label, and his reasons take a while to explain.

Humans invented thousands of languages to talk to machines, from COBOL to Java to the macros inside Excel. Only a small fraction of people can read them. Machines can't read them either. Every language needs an interpreter, a compiler, a runtime, an operating system, and each of those layers changes, breaks, and gets patched on its own schedule. When CrowdStrike grounded Delta's fleet, the fault was in Windows, the runtime. Nobody could have tested every scenario.

"So what we did with Unqork was we said, remove the language and remove the runtime," he said.

An application on Unqork is a data file that describes its logic. Unqork renders the file into the running app. Customers cannot inject their own code, which means every customer in the world is on the same version, and every update reaches all of them at once. When Goldman Sachs pen-tests Unqork, a city clerk's office benefits without knowing it happened.

His first customers from 2017 are still on the platform, on the same version a new customer would get tomorrow. They have been upgraded hundreds of times.

"Imagine a world where every application you create, as unique as it is, every day it exists, it's getting stronger without you doing anything," he said.

Not every CIO wants to hear it. "I have 10,000 engineers working for me. If I deploy this, they'll all be out of work tomorrow," he said, describing the reaction. "They look at us like a vampire coming in to suck their blood out." Others see a way to let the business build its own tools while IT governs them. Hoberman compares the sales meeting to Morpheus offering the red pill. It takes about 30 minutes.

## Building Unqork in Unqork

The release he was proudest of at the time of the interview was the one in which the company rebuilt its own drag-and-drop designer as an Unqork application. Salesforce was not built on Force.com, he pointed out. Excel was not written in VBA. He calls it passing the Turing test.

The same release added branch-and-merge so teams can work on one app together, a rendering engine called Vega for embedding apps in third-party sites without iframes, and generative AI inside the designer. Ask for a contact page in plain language and the platform returns data, not code. The model behind it is a switch. "It could use OpenAI, it could use Google, it could use Claude," he said.

In May 2026, the company [announced UnqorkAI](https://www.prnewswire.com/news-releases/unqorkai-ends-the-chaos-of-enterprise-ai-code-sprawl-302770364.html?ref=ceo.com), a version of the platform built around AI-generated applications with governance built in. Its Chief Technology & AI Officer is Dr. David Ferrucci, who led the team that created IBM's Watson. Sam Palmisano, the former IBM CEO, joined the board of advisors. In the release, Hoberman said code maintenance had eaten 80 percent of his budget as a CIO and that AI code generators were making the problem worse.

## Rockets

Hoberman has four kids. His younger son designs carbon fiber rockets in CAD and launches them. The lighter the rocket, the faster it flies. Hoberman watched him and thought about how much weight gets packed into a startup before launch: finance, compliance, legal, engineers.

He self-funded an incubator called Hoberman Rockets, run by Unqork's former COO, on the premise that a company can launch with one CEO and no other employees if it is built on Unqork. The first company gamifies workplace diversity programs and had two full-time employees when he described it. The second, Spatial Health, came out of his older son's severe food allergies. After the best doctors told them to avoid all nuts, they found a physician on Long Island whose program treats the allergy itself. Hoberman drove his son there on Tuesdays. Eight months later, the boy was eating 48 cashews and pistachio ice cream. Father and son then built the doctor's practice into a remote program on Unqork.

He thinks any CEO selling software should be able to build it on a call. If he is in a client meeting, his team knows to pass him the screen. "I always think that any CEO coming to pitch should be able to show you the product," he said. "And I don't think that's the case."

## Who gave him a chance

Hoberman's father ran a publishing business for 35 years and came home at lunch to work on punch card machines when almost nobody knew what a computer was. Hoberman went to his father's office every day after school. His mother is a published author who still sends her children a quote of the day.

"I always look up to the family around me," he said. "And I'm hoping one day my kids will look back at that as well and say, hey, look what my dad inspired here."
