Carbyne CEO Amir Elichai: Building a $150M emergency tech empire

Amir Elichai got robbed, then rebuilt 911

It was 7:00 PM on a beach in Tel Aviv when three men robbed Amir Elichai. He called emergency services for the first time in his life.

"I had to provide so much information, including my name, mobile number, my exact location, and what is going on, and as you can imagine, when you're stressed in this situation, it's very hard to deliver all this information," Elichai said on the CEO.com Podcast. "It ended up with me giving the money, and they left."

Afterward, he sat at a friend's bar and asked how, in the 21st century, the person calling for help still has to do all the work. At the time, he worked at a company that did live streaming and rich data collaboration. He knew the capabilities existed. Nobody had connected them to 911.

Ten years later, on November 4, 2025, Axon announced a definitive agreement to acquire Carbyne for $625 million. The deal closed in the first quarter of 2026, Axon told shareholders, and Carbyne now runs inside a product called Axon 911. Three months before the acquisition was announced, Axon had led a $100 million funding round in the company, according to Calcalist. The night the deal was announced, Elichai told Calcalist he couldn't sleep because thousands of messages were coming in.

Elichai sat down with the CEO.com Podcast before the sale. He is a former Israeli army officer who served in special forces and the intelligence corps, and he calls Carbyne "the Uber of 9-1-1."

"Like in Uber, it's one app; you click, the taxi arrives, you jump in, and the driver is telling you, 'Amir, how are you today?'" he said. "When we started a company, we started to investigate why I have so much information on those devices, but when I'm dialing to nine one one, the broken phone that this information passed through from the call to the contact center, to the dispatch center, to the responders in the field, so many different companies fulfilling this gap of this information flow, and it's like a broken phone. You have a lot of data here, and nothing is getting there."

Carbyne built a cloud platform that carries location, live video, texting, and AI transcription and translation from the caller to the call taker without an app. A Spanish speaker can call Miami-Dade, speak Spanish, and the call taker reads English in real time. The system works in 40 languages. Customers include Miami-Dade, Denver, Atlanta, Charleston, and New Orleans, along with universities, highway patrols, and a railroad. About 95% are state and local governments. By the time of the acquisition, the platform served agencies protecting more than 250 million people and processed over 250 million data points a year with 99.999% inbound call flow uptime in the US, according to Axon.

The agencies Carbyne works with report headcounts running 25% short of call volume. "If you don't have the number of people that you need and caller volume is going up, the only way that you can address people waiting in the queue and waiting time going up is with agentic AI," Elichai told the CEO.com Podcast.

Carbyne's AI recognizes when many callers are reporting the same highway accident, asks each one whether they're injured, and sorts the queue. It takes the administrative calls, the ones asking whether a parking lot is open tonight or whether a gun is allowed at an event, and opens tickets with the right department. Call takers handle the emergencies. Elichai says callers now thank the AI agents for being nice.

He expects the industry to run this way, humans and AI together, until around 2030. "The price of a mistake in our industry is so high, we will need some more time to build the confidence for call takers, dispatchers, directors, to trust AI to do everything for them," he said.

Getting there took most of a decade. Carbyne chose to replace the core call-handling infrastructure rather than sell a feature on top of it, which meant convincing governments to rip out legacy systems. "You need to survive this journey from zero to one, which is longer than selling to a B2B regular enterprise or SaaS business," Elichai said on the CEO.com Podcast. The deals come faster now. From first meeting to close takes about six months, helped by procurement partnerships with AT&T, Tyler Technologies, and Cox Enterprises.

At the time of the interview, Carbyne had raised $150 million through its Series C from Founders Fund, Valor Equity Partners, Hanaco Ventures, AT&T, and Cox Enterprises, along with former CIA director David Petraeus and the Kraft family office. The company also has investors from the UAE. "As an Israeli, I can tell you that I would love to have the same relationship with the people who live with our neighbors," Elichai said. "I hope that in my generation it'll happen and we will be able to see a real peace with our neighbors."

"I always laugh about the three people who kidnapped me on the beach; I need to find them and give them some equity in the business," Elichai said. "And I'll say the cliché: my wife supported me throughout the journey. But it's true."
