David Klanecky wants the batteries back
On June 24, 2026, David Klanecky sat before the House Energy and Commerce Committee's environment subcommittee and told its members that shipping dead batteries out of the United States is a national security problem. Klanecky is president and CEO of Cirba Solutions, which says it has the largest battery recycling footprint in North America. His argument was that the country now has the capacity to process end-of-life batteries and gigafactory scrap at home, and that allowing that material to leave, and in some cases incentivizing its export, hands the recovered lithium, nickel, and cobalt to someone else, primarily China. Cirba's account of the hearing quotes him calling the practice "not just an economic vulnerability" but "a national security crisis." He thanked Republicans Gary Palmer and Dan Crenshaw and Democrat Paul Tonko by name.
It was his second appearance before the committee. The first was June 13, 2024. At that hearing, according to the company's release, he made the same case for domestic supply but paired it with climate: he cited the International Energy Agency's projection that half of all cars sold worldwide in 2035 would be electric, said that was driven largely by climate and policy goals, and described recycling as a way to lessen reliance on foreign sources and reduce the carbon footprint.
The business did not change between those two hearings. The 2024 release mentions the carbon footprint. The 2026 release does not.
Two federal tax credits for new electric vehicles expired on September 30, 2025. Battery electric vehicles fell to 6 percent of new light-duty sales in the second quarter of 2026, down from 7 percent a year earlier, while conventional hybrids reached a record 16 percent, according to the U.S. Energy Information Administration. The climate case for a battery company got harder to make in Washington. The supply chain case got easier.
Klanecky saw this coming, or at least said he did. In a CEO.com Podcast interview, he described the geopolitics of minerals as a tailwind. "A lot of countries, not only in the United States but Europe as well, have learned that domesticating a supply chain is really important if you can," he told the CEO.com Podcast. "There's a race out there for minerals. You see it every day."
He put the recycling pitch in one sentence. "The largest operating mine in the world today is driving around on the roads now."
Cirba Solutions was founded in 1991. For most of its life, it processed lead, alkaline, and nickel-based batteries. Lithium-ion changed the scale of the business. The company now operates six facilities and handles every battery chemistry in every format. It packages the batteries, trucks them across North America, shreds them to expose the metals, and runs the result through a series of chemical steps that separate and purify lithium, nickel, cobalt, and manganese for reuse in new cells.
Two things feed the plants. One is manufacturing scrap. Battery factories produce waste even when they run well, and Klanecky said on the CEO.com Podcast that cell manufacturing capacity was headed from roughly 100 gigawatt hours coming online that year toward 950 by 2030. The other is end-of-life batteries from phones, laptops, power tools, and cars. The same equipment handles both. "I can run the same process to process a cell phone battery or an iPad battery versus an electric vehicle battery," he said.
North America mines little of what goes into those batteries. The materials are mined and refined overseas and arrive inside finished products. Klanecky's position is that once they are here, there is no reason to lose them. "Lithium, cobalt, and nickel don't evaporate," he said. He also believes recycled supply will eventually lower the cost of owning an electric vehicle.
Klanecky joined Cirba in 2022 after a career that covered the rest of the supply chain. He spent 20 years at Dow Chemical, where his final role was launching the Dow Energy Materials business, according to Cirba's leadership page. From 2013 to 2021, he was at Albemarle, the world's largest lithium producer, where he rose to vice president of lithium operations with global responsibility for manufacturing and process technology, and he ran the MARBL joint venture between Albemarle and Mineral Resources in Australia. He was chief operating officer of Piedmont Lithium for about a year before Cirba. He is currently president of NAATBatt International, the North American battery trade association.
His first year at Cirba produced a capital raise of roughly $300 million and more than $82 million in Department of Energy grants, according to the witness biography he filed with the House committee in 2024. The DOE total has since grown to more than $282 million across three awards, per the leadership page. The company says it was the first to officially receive funding through the Bipartisan Infrastructure Law.
Most of it is going to Lancaster, Ohio, about 30 miles southeast of Columbus. Cirba is spending more than $400 million there to add capacity that turns shredded batteries into battery-grade metal sulfates. The company says the expansion will produce enough material for more than 250,000 EV batteries a year and create more than 100 jobs, according to its announcement of a DOE site visit in August 2024. That release put sulfate production on track to be operational by 2026. The company's June 2026 testimony release says Lancaster has increased its capacity to process black mass, the shredded intermediate material, by 600 percent since 2023. It does not say sulfate production has started, and as of late August 2026, Cirba has not announced that it has.
Klanecky grew up on a farm in Nebraska. His father was a pipe fitter for 42 years. His mother was an assistant for 35. He got a chemical engineering degree from the University of Nebraska-Lincoln, and later an executive MBA from Arizona State.
Seven years into his Dow career, working in Freeport, Texas, a manager named Ian Robson asked if he wanted an expat assignment in Spain. He was 28 or 29. He said yes before he understood what he was agreeing to. Spain led to five years in Switzerland and then China, nearly a decade outside the country in total. CEO.com ends every interview by asking who gave the guest a chance. Robson was Klanecky's answer.
He has two teenage daughters. He runs in the morning, reads industry news, gets the girls to school, and then splits his day roughly in half: one half on people and culture, the other on clearing obstacles for the Lancaster project and the rest of the leadership team.
He does not want decisions coming to him. "Every decision had better not flow up to me because it's not my job as the CEO to make all the decisions for everyone," he told the CEO.com Podcast. Cirba calls its approach lean decision-making. If a topic needs more than two meetings, he said, someone's time is being wasted. Leadership meetings open with a safety minute, since the plants handle hazardous material, then work through a fixed agenda built around the three priorities that matter most for the year.
The company's stated values are collaborative, innovative, resilient, and inclusive. Klanecky said the team's original word for the third one was scrappy.
On remote work: operators are on site because they have to be. Office staff work in person Tuesday through Thursday and have Monday and Friday flexible. "If you trust your employees, that they're going to do a good job no matter where they're sitting, you should have the trust for them to be productive," he said.
He keeps a stack of leadership books in his office and admits he does not finish the long ones. The one he recommends, Great Leaders Make Sure Monday Mornings Don't Suck, takes about 30 minutes to read.
The two leaders he named were Luke Kissam, the former CEO of Albemarle who interviewed him for the job, and Amy Schumacher, CEO of the Heritage Group, a fourth-generation family company. He credits Kissam with introducing him to servant leadership and Schumacher with showing him how a chief executive should spend her time. Asked to define servant leadership, he said: "You're only as good as the people around you and the team that you build around you."
State policy has moved in Cirba's direction. In June 2026, Colorado became the first state to set minimum mineral recovery rates for EV battery recycling, with a landfill ban on propulsion batteries taking effect in 2029. Cirba was among the industry stakeholders that helped shape the bill, according to the company's statement.
Federal policy is the open question. The tax credits that pulled EVs onto the road are gone. The infrastructure money that built Lancaster was awarded under a previous administration. What Klanecky is now asking Congress for is not a subsidy but a restriction: keep the scrap and the dead batteries inside the country so his plants have something to process.
Whether that argument works will determine how much of the world's largest mine ends up in Lancaster, Ohio.
