If toilet paper is free, why aren't tampons?

Claire Coder was 18, at an event in Columbus, Ohio, when she got her period and did not have anything with her. The bathroom had one of those coin-operated metal boxes. She did not have a quarter. Nobody has a quarter.

"I thought if toilet paper is offered for free in bathrooms, why aren't period products?" she told the CEO.com Podcast. "And that simple question led me on a six-year quest."

She was a semester into Ohio State. She left. The university offered her a leave of absence in case the period thing did not work out, and she turned it down, on the theory that a plan B is something you fall back on. Her parents stopped talking to her. She was, by her own account, naive enough to think a teenager could fix this, which she now counts as the main advantage of starting young.

Asked how the project became a company that has raised $11 million, she offered a formula. "Long nights crying on the floor and a lot of Ramen, Clint, those are the three keys to success."

For the first two years, Aunt Flow was not a company. It ran out of her apartment and a U-Haul storage unit. She waited tables and put the money back in. She ran what she describes as a quasi-illegal Airbnb out of the apartment. She walked into businesses and asked whether they wanted to buy some tampons and pads to put in the bathroom. She learned the businesses weren't opposed. Nobody had ever asked them, and even the ones who had thought about it had no way to do it. There were nights when a table stiffed her on a tip, and that was the whole day's revenue for the business. She would end up on the floor. She kept going because there was no alternative, and because the next generation of people with periods needed this to change.

She grew up in Toledo, which she notes is Taco Bell's test city. People from Toledo didn't do venture capital. She found it by googling. She applied to Techstars six times and got into the New York program in the summer of 2018. What Techstars showed her was a world where a project could be a business if it had the right fundamentals, and where people were raising real money for widgets on their phones. "If they can do it, I can do it too because I had a pretty worthy cause," she said.

She took 86 investor meetings coming out of the program to close a $1.5 million seed round. Harlem Capital led it. It was the first check the firm ever wrote out of its first fund. Managing partner Henri Pierre-Jacques said he met her at Techstars Demo Day and that while the consumer side of femtech was crowded, she had built something on the business side. The firm's announcement singled out her ability to sell to non-users, the older, mostly male procurement officers who actually sign the purchase orders. Two years after she dropped out, the Thiel Foundation named her a Thiel Fellow and gave her $100,000 to keep not going to school. Forbes put her on the 2020 30 Under 30 list. In April 2022, the company closed an $8.5 million Series A led by JLL Spark, the venture arm of the commercial real estate firm JLL, which tells you something about who Aunt Flow's customer turned out to be.

The customer is a facilities manager. He is, as Coder puts it, likely not menstruating. The product he buys is a patented free-vend dispenser that replaces the coin box. Push a button, get a tampon. Aunt Flow's organic cotton products are designed to fit the machine, so once the dispenser is on the wall, the reorders follow. The company spent its first four years convincing people that access mattered at all. The objection then was "I already have something," and the something was either a coin box or a basket of tampons that walked off and never got replaced. The conversations are different now. Facilities managers tell her they have two daughters. They ask what a dad should know.

The other objection, the one that still comes up, is theft. If it's free, won't people take everything? Coder's answer is that Aunt Flow stocks schools where every student is on free or reduced lunch, and that in the United States, tampons and pads are not covered by WIC or SNAP. The kids taking a few extra for the weekend are the kids who need them, and they are more likely to be in class on Monday. She also points out, as a business matter, that the dispenser has about a three-second delay between vends. The host compared the whole worry to airport sinks that shut off after three seconds. Nobody has ever proposed locking up the toilet paper.

Aunt Flow sells to three kinds of customers. K-12 schools. Sports and entertainment venues, which are going cashless and adopting clear-bag policies that leave fans with nowhere to carry anything, and where the company was in 23 professional stadiums, from the Columbus Crew and Arizona Cardinals to the Phoenix Suns. And what the company calls enterprise: every Apple retail store in the U.S. and Canada, offices at Google, Netflix and Twitter, and every building owned by RXR, a Class A office landlord in Manhattan. The host spent much of the episode trying to get her into Starbucks. She used the airtime to pitch Starbucks and Taco Bell directly.

The schools are where the argument is easiest to make, and where Aunt Flow has done something most venture-backed companies would not attempt. It does not hire lobbyists. By the time of the interview, 20 states had passed some kind of law requiring free period products in school bathrooms, and Coder credits grassroots groups and students, boys included, who show up and say this matters because of a sister or a mom. Her evidence is two numbers. A case study in New York City public schools found that putting free products in the bathroom, not the nurse's office, raised attendance among girls by 2.4 percent. And the State of the Period survey, a Harris Poll of 1,000 teenagers commissioned by Thinx and the nonprofit PERIOD in 2019, found that 84 percent of students had either missed class or knew someone who had because they did not have a tampon or pad. The 2021 follow-up put period poverty at nearly a quarter of all students, up from one in five two years earlier.

Utah is the most recent state, and the one she wanted to talk about. In the 2022 general session, the Legislature passed H.B. 162, Period Products in Schools, sponsored by Rep. Karianne Lisonbee in the House and Sen. Ann Millner in the Senate. Starting July 1, 2022, every school district and charter school in Utah has to provide free period products in female and unisex restrooms and tell students they are there. The House Education Committee sent it out 11 to 0. The fiscal note put the cost to the State Board of Education at about $2.4 million the first year and $1.8 million the second, after which districts are expected to fold it into their maintenance budgets.

The bill was the work of The Policy Project and the Utah Period Project, the organization Kristin Andrus founded, and Coder corrected the host when he called it a project. "It is a movement. It is an initiative. It is a policy organization that is truly changing the landscape across Utah and across the US." What made Utah unusual was what happened after the vote. The Andrus Family Foundation and the Larry H. and Gail Miller Foundation paid for the dispensers in every school. The Utah Board of Education agreed to buy the products for four years. A red state ran a public-private partnership on tampons faster than most blue ones have managed.

Coder will not say a bad word about a legislator. The host tried three times. Instead, she said the menstrual movement has had consistent bipartisan support because the facts are clear and because the students are the ones asking. "Doesn't matter what party you are, you still need period products." Some people still say girls should carry their own, or that this is not the school's job. She reads that as a lack of education and treats the education as part of the work.

There are 10 million female commercial bathrooms in the United States. At the time of the interview, Aunt Flow had 35 employees, half in Columbus and half remote, and was in 30,000 bathrooms, which is not 1 percent of the market. It donated 1.6 million tampons and pads in 2021. The numbers have moved since. Her current bio puts the company in more than 60,000 bathrooms with more than $17 million raised, and a May 2026 Inc. column by one of her investors reports 34 million products supplied and argues that the decision to bolt hardware into buildings, rather than sell subscriptions to consumers, is the reason the company has a moat at all. Her own site counts six million products donated.

She still runs it from Columbus. When she started, there was one venture firm in the city, and she did not get its money, which she says coastal investors read as a warning sign. She thinks that made the company better. It had to have fundamentals from the beginning because no one was there to bail it out.

The host asked for a parting thought on grit, and she said that was a whole other 30 minutes. Then she gave the short version, which came from her father: perseverance pays. She had the receipts ready. Six Techstars applications. Eighty-six meetings. No leave of absence. Thirty-five employees now, and 30,000 bathrooms.
