The business of being ready

The military and professional sports share a strange arithmetic. Both spend 90 to 95 percent of their time training and about five percent performing. If deterrence works, a soldier's performance time rounds to zero. Most jobs run the opposite way. Andrew Powell built a company for the inverted ones.

Powell is the co-founder and CEO of Ethos, a Redwood City, California company whose AI helps the Department of Defense and other high-stakes organizations answer what he calls the pivotal question: are our people ready for what they need to do? Readiness is the military's own word, the ability of forces to fight and achieve the goals of assigned missions, and on the CEO.com Podcast, Powell described the Pentagon as probably the world's largest educational bureaucracy, training millions of people.

It is also an organization that cannot hire its way out of a talent problem. "You can't go poach a competitive fighter squadron leader from China," Powell said. "You have to develop people from an early age." Every CEO says people are their greatest asset, then pours effort into recruiting. The military has no such option. It grows everything at home.

Powell came to this world without a uniform. He was Coursera's first non-software-engineering intern, then spent years building a startup university system in Africa. At Stanford's business school, he met Sasha Seymore, a Naval Reserve Intelligence Officer, and the two took Hacking for Defense, a course that applies Stanford's entrepreneurial method to military problems. Their assignment was pilot training, specifically how the Air Force could produce combat-ready aviators faster. Their project beat more than 200 teams to reach the final round of the 2019 Hacking4Defense competition, then took the top prize, and the company that grew out of it became, by Powell's account, the first from the program to land a recurring subscription contract with the government.

The company launched as Learn to Win, took a $4 million seed from Norwest, and closed an oversubscribed $30 million Series A led by the Westly Group in 2024, capital Powell says the business genuinely needed given the cost of accreditation to run on classified networks. A rebrand to Ethos followed in 2025. The customer list now runs from the Navy, Air Force, and Space Force to Novartis, AbbVie, and the Seattle Seahawks. Headcount is about 60.

The product's newest layer, launched in August, is the Readiness Engine, built on a knowledge graph of everything a role requires a person to know and do. Powell finds that the graph serves two audiences. It shows leaders which people need training on which skill. And it turns out to be exactly what AI agents need too. "The same things that make people better at their jobs, the context, the direction, the effective onboarding, the right tools, a lot of that's the same things that make AI agents really effective," he said. The work is already recursive: Ethos is helping the Army retrain pilots of manned aircraft to lead mixed teams of manned and unmanned systems, training humans for jobs that AI is redefining while it trains them.

Then there is the question that follows every defense tech founder into every interview now. Anthropic's dispute with the Pentagon over restrictions on military use of its AI models was in the news, and Powell answered at length.

"I am pretty fiercely in the camp that I believe in democracy, freedom, capitalism, and a rules-based international order," he said. "I've chosen the side of the US and our allies, and I want to strongly be on that team." His position is that elected leaders and their military counterparts, not vendors, should be entrusted with those tools, with courts and elections as checks. "I'm fiercely of the view that our government leaders are the ones who should be entrusted with deciding the law, not unelected tech companies." He also called Anthropic's models some of the best in the world and said he hopes the company and the Pentagon resolve their differences.

The conviction has a boundary, and Powell polices it. He will talk to anyone, at any length, about measuring military readiness. Beyond that, he asks what he actually has credibility to speak on. "There was probably a period when CEOs were putting out statements on so many different issues that they had no direct influence over. It felt like moral grandstanding," he said. "Sometimes people in Silicon Valley believe that just because they're extremely good at technology, they're the wisest on a whole bunch of completely unrelated issues."

He does worry publicly about one thing adjacent to his sphere: AI losing its social contract. Companies can use the technology to cut headcount and pad margins, or to retrain people into the jobs the technology is creating. Ethos sells the second option, and Powell wants it to win on the merits. "If you can prove that upskilling people with AI creates greater growth and greater opportunity, and that's better than laying off large numbers of people, hopefully that becomes the playbook others follow."

Asked the question that closes every CEO.com interview, who gave you a chance, Powell named Jeff Crowe of Norwest. Powell had spent about a year pursuing the idea, and some of the nos landed personally.

"To then have someone say, we believe in this too, and we want to back you and make this happen, was just a very impactful moment."
